J'ai fait la même chose chez moi et ça compile (par-contre je suis en LM20.1 donc avec un Kernel 5.4.0-70-generic)
La ou je suis surpris c'est pour ton erreur suivante:
~/MesApplications/rtl8821ce/hal/phydm$ ls p*.mk
phydm.mk
On dirait que tu n'a pas bien cloné le code source de GIT....
Portable CLEVO avec LM20.1 pour mon utilisation au quotidien
Puis un portable Dell Precision pour mes tests avec W10, U20.04 and LM20.1
Et un Raspberry PI-3B avec PiOS pour mes sauvegardes

Pour commencer depuis le début il faut supprimer le répertoire rtl8821ce (et tout son contenu)
La commande "git clone" va recréer ce répertoire (et tout le contenu)
Portable CLEVO avec LM20.1 pour mon utilisation au quotidien

faut desactiver le secure boot dans ton bios pour que la carte wifi soit opérationnelle sous Linux, tout simplement
C'est toujours le cas dans ce type d'install en dual boot
